A strategic procedural question is one where the asker doesn't care about the answer. Asking such a question starts the process of group formation. This happens when one or more people in the group speak up to represent their interests by taking a position. These are the people who want to claim the role of the informal leader.

Examples:

  • Lunch together yes/no?
  • Break at 12:00 or 1:00 PM?
  • Handouts digital or printed?
